Visual Studio Won't launch the App

I have a new laptop and new visual studio 2015 professional installed; it compiles and builds with no error but I can neither run it nor "View in Browser". Both options generate error. I have googled and read and followed so many articles but no resolution.

View in Browser error:
Unable to launch the IIS Express Web Server

Error when button Run is clicked:
This page can’t be displayed
Make sure the web address http://localhost:58180 is correct.
